James Kingsland OBE - Chair

A distinguished physician, academic, and global health leader, Professor Kingsland has devoted over four decades to advancing clinical excellence, health policy, system reform, and digital innovation worldwide. Combining deep clinical insight with strategic acumen, he has become a trusted advisor to governments, multilateral agencies, and international institutions on modernising health systems for equitable, technology-enabled, and sustainable healthcare delivery.

His vision led to the creation of the Digital Clinical Excellence Forum (DiCE UK), which he has chaired since its inception in March 2019.

Dr Lucy Buckley - Governance Lead

A registered Pharmacist with a PhD from the University of Manchester and over 20 years’ experience across healthcare. Her career spans academic drug discovery, clinical roles in the NHS and private sector, the pharmaceutical industry, and digital health entrepreneurship. She is an experienced CQC Registered Manager, an NHS-trained Clinical Safety Officer, and co-founder of the first CQC-registered online primary care provider for fertility. She is Governance Lead for the Digital Clinical Excellence Forum, a Royal Society Entrepreneur in Residence at the University of Manchester, and holds several board advisory roles within healthcare, technology, and regulatory leadership.

Nitin Makadia, BSc, MRCPharm - Regulatory Support Lead

A pharmacist with 35 years’ healthcare experience and over 20 years specialising in digital health, governance, regulatory assurance, responsible healthcare communications and marketing compliance. Having contributed to the development and deployment of some of the UK’s earliest online healthcare services, including England’s first CQC-registered Online Doctor Service, he has extensive experience supporting digital health organisations through regulatory, governance, and operational challenges. As a qualified Clinical Safety Officer, Nitin has sign-off responsible for the identification and mitigation of clinical risks associated with digital health technologies and is experienced in DTAC and wider healthcare regulatory frameworks.

Firza Fazaal - Digital Operations & Engagement Lead

HR and operations professional with global experience, specialising in recruitment, HR operations, workforce coordination, digital operations, and member engagement across healthcare, corporate, and industrial sectors. She has supported end-to-end HR processes, internal coordination, and organisational administration across different roles and environments. She works well in fast-paced settings, adapts easily to different teams and systems, and focuses on delivering consistent and effective support.
